Sin is often thought of as simply “a wrong deed” (a verb), but it’s more than that. Sin is a noun. Sin is something that is in the members of the body, and then it produces actions.
Romans 7:23 NKJV
But I see another law in my members, warring against the law of my mind, and bringing me into captivity to the law of sin which is in my members.
People do not choose to be in sin. The one man, Adam, fell into sin in the garden of Eden and since we have all come from that one man, we were born into Adam’s sin.

Therefore, just as through one man sin entered the world, and death through sin, and thus death spread to all men, because all sinned…
People don’t sin simply because they want to. Even if one wanted to do ‘good’ they cannot. Sin is a bondage from Adam that can only be broken by Jesus; it is not an individual choice (Romans 6:17).
